This legal document is as binding as if a State or if the House itself passed the impeachment resolution (H.R. 635). I was just discussing this with Iz one hour ago. I told her that the impeachment process sucks away a lot of Congress's time and energy, and that now that the Democrats have control of Congress, my hope is that they will use their powers to hobble their incompetent leader and negate his bad decisions, instead. But I am very very tired and so the path of least resistance is looking mighty fine.
